Liu Ying, a middle-aged woman in Chengdu, Sichuan province, received acupuncture treatment for a headache and back pain on Thursday afternoon at a clinic near her home.

"It was very nice to be out and not have to check the time to return home before the two-hour deadline expires," Liu said.

To cope with the latest local outbreak of COVID-19 that began on Aug 25, Chengdu started citywide static management at 6 pm on Sept 1, with residents required to stay at home and nonessential businesses suspended.

Starting on Sept 8, households under lockdown were permitted to send one member out for two hours every two days to buy daily supplies after providing a negative nucleic acid result from within 24 hours.

As the epidemic prevention situation in the city is improving, the local COVID-19 epidemic control and prevention headquarters issued a notice on Wednesday evening saying that the city had decided to restore "normal production and life" as of midday on Thursday, in districts where no recent COVID-19 cases had been found at the community level.

According to the notice, residents entering residential compounds and public places or taking public transportation must hold a negative nucleic acid test result from within 48 hours. A negative nucleic acid test result from within 24 hours is required before returning to work.

Chengdu reported eight locally transmitted COVID-19 cases and 14 asymptomatic carriers on Wednesday, the provincial health commission said.

Although buses had been running since static management began on Sept 1, Liu Yuanfu, the manager of Chengdu Ruixue Precision Machinery, decided to drive his car to work on Thursday.

His company, which makes ultra-high precision electronic components, is located in the Modern Industrial Park in Pidu district of Chengdu, which ended its static management on Monday.

Before Monday, he and 340 colleagues had lived at the company premises for 11 nights because of a closed-management mechanism introduced for enterprises wishing to continue operating in Chengdu from Sept 1.

"We never stopped working under lockdown," he said.

According to the Chengdu Bureau of Economic and Information Technology, more than 10,000 enterprises in Chengdu had adopted the closed-management mechanism during the current outbreak, reducing the losses to the economy.

The coastal city of Sanya, the epicenter of Hainan's recent COVID-19 outbreak, also lifted its citywide static management at noon on Thursday. Static management had been implemented in the city from Aug 6.

Businesses including supermarkets, shopping malls, barbershops, restaurant takeaways and outdoor public places were allowed to reopen on Thursday. Delivery services and urban traffic also resumed operations on the same day, the city government said.

However, large public gatherings such as exhibitions and entertainment performances, as well as venues including bars, cinemas and KTV lounges remain closed.

Hainan recorded no infections on Wednesday. From Aug 1 to Sept 14, Hainan reported a total of 20,712 local cases of COVID-19, with 8,618 confirmed cases and 12,094 asymptomatic carriers. Sanya reported a total of 15,646 COVID-19 cases during the period, according to the Hainan Provincial Health Commission.
